Magill said Florida is high on the list of states in which people get quick, easy access to prescription drugs issued by irresponsible physicians working at “pain management centers” and “pain clinics.”
“New state laws are coming into effect and [this measure] helps bridge the gap” until they do, Magill said. “These businesses have been popping up now before the regulations set in, and we’re trying to prevent that.”
The six-month moratorium “gives code enforcement more time to look at applications” to ensure that new businesses are legitimate, Magill said.
A similar moratorium was established by the Hallandale City Commission on massage establishments — with a caveat for existing, legitimate businesses.
“We haven’t had any problems with legitimate businesses. It’s the ones that [use massage services] as a front for things like prostitution that have been a problem,” Magill said.
